Telangana scraps 15% non-local quota in engineering admissions

Hyderabad:The Telangana government has abolished the 15 per cent non-local quota in convener quota seats for BTech programmes, ensuring that from the 2025-26 academic year, these seats will be reserved exclusively for the state students. The decision was formalised through GO Ms No. 15, issued on 27 February 2025, bringing significant amendments to admission rules for professional and other courses in the state.

Since the bifurcation, 85 per cent of seats in engineering colleges were reserved for local students, while 15 per cent remained open to non-local candidates, primarily benefiting students from Andhra Pradesh. However, with the completion of the ten-year transition period mandated under Section 95 of the Andhra Pradesh Reorganisation Act, 2014, the Telangana government revised the quota system to provide greater educational opportunities for its own students.

In December 2024, a high-level committee led by Telangana State Higher Education Council chairman Prof. V. Balakista Reddy was formed to review the policy. The committee recommended a 95-5 model, allocating 95 per cent of convenor quota seats to Telangana students while reserving 5 per cent for Telangana natives residing outside the state. After deliberations, the Cabinet Sub-Committee on Educational Reforms approved the recommendations, leading to the issuance of GO Ms No. 15.

The revised policy grants Telangana students access to an additional 12,000 engineering seats previously available to non-local candidates. In recent years, students from Andhra Pradesh secured an estimated 4,000–5,000 of these seats annually. Under the new rules, eligibility for convenor quota seats will be determined based on local status as per the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974, as amended.

The policy reserves 85 per cent of seats for local candidates of the Osmania University (OU) Area, 5 per cent for Telangana natives who have resided outside the state for at least ten years, and 10 per cent for specific categories, including children and spouses of Telangana government employees, central government employees serving in Telangana and those working in state-recognised institutions.
