Big Relief to Employees: Telangana Govt Lifts 6-Yr Ban on General Transfers

Hyderabad: The state government on Wednesday lifted a six-year-old ban on general transfers of employees fulfilling a long-pending demand for government employees. The ban was imposed by the previous BRS government in 2018. The move is expected to benefit around three lakh employees posted in various departments and 1.5 lakh teachers working in government schools.

According to a government order (GO No.80) issued by special chief secretary, of finance, K. Ramakrishna Rao on Wednesday, the transfers will be made during the period between July 1 to July 20. The ban on transfers will be reimposed on July 21.

The government prescribed certain norms to seek transfers which state that no employees shall be transferred before completion of two years of service in a particular station as of June 30, 2024. This condition need not be followed in respect of transfer requests on spouse grounds.

No employee will be retained beyond four years of service in a particular station as on June 30, 2024. However, the employees who are retiring before June 30, 2025, shall not be transferred even if they have completed four years of service unless they make a specific request for their transfer.

To ensure that there is no dislocation of the work, not more than 40 per cent of the employees in any cadre will be transferred.

To ensure that the transfer of employees is implemented in a transparent and objective manner, the heads of departments or other competent authority will publish the list of incumbents working category wise and cadre wise in all units under their jurisdiction along with place and duration.

Similarly, all clear vacancies shall also be published before seeking options from the employees. The competent authority shall publish a list of employees to be compulsorily transferred.

Based on this transfer policy, the education department will formulate detailed operational guidelines for transfer of teachers/ lecturers.
