Chamala Seeks Vigilance Probe Into HCA Irregularities

Hyderabad: Congress Bhongir MP Chamala Kiran Kumar Reddy on Monday filed a complaint with the additional director general (ADG) of the vigilance department about alleged irregularities in the functioning of Hyderabad Cricket Association (HCA)., and sought a thorough investigation.

Kiran Kumar Reddy cited irregularities in the tender process for catering and transportation services, and concentration of decision-making powers in the hands of a few individuals within the HCA and expressed alarm at the “arbitrary decision-making” bypassing all procedures.

"It is necessary to report these concerns and I appeal for a formal investigation," he stated.

A central issue highlighted in the complaint was the concentration of authority within the HCA, specifically in the hands of the president and secretary, without any consultation with the apex council, while Rule 14(1) of the HCA's bye-laws mandates that governance should be a collective process.

Kiran Kumar Reddy also cited instances of alleged violations, including the issuance of the AGM circular in February without prior consultation with the apex council and awarding of IPL contracts without a tender process. These decisions, he claimed, were made in violation of the association’s bye-laws, undermining transparency and accountability.

Rules 24(21) and 24(27) mandated the CEO to report on the association’s day-to-day affairs, yet no such updates have been shared, the Congress MP said. He claimed that lack of communication had resulted in confusion and mistrust among the council members.

He said that minutes from the apex council meetings, held over six months back, were yet to be circulated for approval. Kiran Kumar Reddy stated that the treasurer had failed to present the annual balance sheet, statement of accounts, and budget to the apex council, as required by Rule 7(5)(e). Additionally, recommendations of the statutory auditors were not implemented.

"Turf wicket preparation for Mahbubnagar and Nizamabad districts has been delayed despite prior discussions," he added.
