Complaint on Violation of Animal Rules

Hyderabad: A two-judge panel of the Telangana High Court ordered notices to the Director General of Police, GHMC, and other authorities in a public interest litigation seeking effective implementation of the Animals (Care and Maintenance of Case Property Animals) Rules 2016. The panel comprising Chief Justice Alok Aradhe and Justice J. Anil Kumar entertained a letter addressed to the Chief Justice as PIL. A direction is sought from the panel against the concerned authorities for effective implementation of the animal rules and to provide food for livestock while transporting such cattle to slaughterhouses. The panel ordered notices to authorities and posted the matter for further adjudication. The writ plea is based on a complaint that when cattle are being transported they are being treated with callousness and not being provided fodder.

Male nurses complain of discrimination

Justice Pulla Karthik of the Telangana High Court took on file a writ plea challenging the non-grant of permission to male nurses to pursue an MSc nursing postgraduation degree for the 2024-25 academic year. The judge was dealing with a writ plea filed by Ravikiran Pavvadi and 11 others who would allege that the respondent authorities did not permit them to pursue an MSc nursing postgraduation degree at government College of Nursing, Hyderabad, or in any private nursing colleges for the academic year 2024-25. The petitioners alleged discrimination as the authorities were permitting female nurses to pursue the degree but that same was denied to male nurses even though notifications and study leave rules provided benefits to both. The judge, after hearing the petitioner, directed the government pleader to get instructions from the authorities concerned and posted the matter for further adjudication.

HC adjourns Pedda Cheruvu hearing

A two-judge panel of the Telangana High Court deferred the hearing of a writ plea interalia complaining of encroachment at Ramanthapur Pedda Cheruvu to an extent of 26 acres. The panel comprising Chief Justice Alok Aradhe and Justice J. Anil Kumar was dealing with a letter addressed by K.L. Vyas as a petition. It was complained in the letter that the encroached land is being used as a municipal dumping yard thereby causing contamination of groundwater, polluting the atmosphere, making the place infested with mosquitoes and stray dogs and emanating a foul smell. A direction was sought from the court to cancel all private pattas, demarcate boundaries of Pedda Cheruvu, get encroachments removed and restore the lake. The panel today allowed implead petitions filed by residents near the lake. It was contended by implead petitioners that they had purchased properties, obtained permission, constructed houses and have been residing there since decades. Senior counsel E. Madan Mohan Rao appearing for implead petitioners argued that the authorities had demarcated the full tank level and the preliminary notification was issued by the HMDA. He contended that objections were made qua preliminary notification but the same are in vain. The panel directed authorities to consider objections before issuing the final notification and posted the matter for further adjudication.

Unstable child’s academic detention challenged

Justice C.V. Bhaskar Reddy of the Telangana High Court took on file a writ plea challenging the non-promotion of a mentally unstable child who failed Class IX. The judge was hearing a writ plea filed by a minor child and his mother against Kendriya Vidyalaya Sangathan. The petitioners alleged that the school failed to consider the requests of the petitioners for granting extra time to the student during exams. The petitioners also alleged that the respondents are not considering the request of the mother to promote her child. After hearing the petitioner, the judge directed the school to file its response.
