GHMC Accused of Inaction on JH Complex

Hyderabad:The Nandagiri Hills Cooperative Housing Society on Monday accused the GHMC commissioner of inaction in preventing Net Net Ventures from going ahead with its “illegal construction of a commercial complex” in the area, and ignoring a report from the vigilance and enforcement (V&E) wing which listed a series of violations by the builder.

Addressing a press conference, counsel for the society K. Raghavacharyulu said, “permissions were obtained by the builder through material misrepresentations and fraudulent statements. These were investigated by the vigilance officials.”

He said the GHMC commissioner had the power to cancel such permissions and any work done as a result of such permissions should be deemed to have been done without permission as per GHMC Act, Sec. 433, 439, 450 to 453. “But the commissioner is not taking any steps to look into the issue despite the Vigilance and Enforcement report categorically establishing the said violations have been committed by Net Net Ventures Private Ltd., represented by G Amarender Reddy,” he said.

The press meet was also addressed by A.P. Jithender Reddy, former MP and state government representative in New Delhi, and Sriram Vedire, adviser to the Union jal shakti ministry, who are members of the Society.

Jithender Reddy said “we expected action from the GHMC but till now there have been no steps from the civic body. We hope the GHMC commissioner will at least now take action on the violations by the builder as per the Vigilance report.”

Vedire said “it has been three months since the vigilance report was submitted. The commissioner needs to act. We also met with her a few times, and informed her that there are court directions to act, and file an action taken report. But nothing has been done on this front so far.

Raghavacharyulu said Net Net Ventures had bought a 4.748 acres plot from HMDA abutting Road no. 69 in Nandagiri Hills. In 2013, the builder was given permission to construct ground floor plus four upper floors (G+4) in this land for multi-use as per the then existing norms in Banjara Hills and Jubilee Hills areas.

“Later in 2015, and again in 2021, Amarender Reddy bought two parcels land of Jubilee Hills Society abutting Road no. 45 in Jubilee Hills. This was done for fraudulent purposes to obtain the benefit of G.O No. 305 which is available ‘only for a plot’ abutting Road No. 45. By wrongly interpreting G.O No.305, the builder was illegally given approvals by GHMC for construction of multi-storied commercial complex by way of revision after revision. This resulted in the original G+4 building now turning into a G + 13 floors + 5 stilt floors + one cellar,” he said.

Raghavacharyulu said one of the biggest frauds was that the GHMC officials, while calculating the building height, did not take into consideration Road no.69 of Nandagiri hills for height calculations in order to favour the builder. There were also violations in permissions for conversion of cellars into stilt floors without the mandatory setbacks. “The Vigilance wing recommended that the GHMC register a criminal case under criminal conspiracy on Net Net Ventures for misuse of their official position, and demolish the building,” he said.
