Telangana HC fumes at GHMC over rising stray dog menace

HYDERABAD: The Telangana High Court on Tuesday expressed grave concern at the alarming rise in incidents of children being mauled to death by stray dogs across Telangana, including Hyderabad. In the last one year, there were 10 such gruesome deaths, while many children were left grievously injured after being attacked by strays.

The division bench of the Telangana High Court, comprising Chief Justice Alok Aradhe and Justice Anil Kumar Jukanti, fumed at the feeble efforts being made by the state and GHMC in containing the brutal attacks.

Chief Justice Alok Aradhe observed, “You should have some compassion towards the victims in such incidents… merely paying compensation will not suffice… the state should formulate some effective policies to ensure that such incidents don’t recur.”

The Chief Justice sought details from the authorities regarding compliance of the directions of the Supreme Court in Anupam Tripathi vs. Union of India, in which the court had directed the chief secretary of each state, either himself or through the secretary of health, to send the report as regards implementation of the Prevention of Cruelty to Animals Act and the Animal Birth Control (Dogs) Rules.

The bench directed the state Chief Secretary and other officials to file a status report by July 10.

The High Court took up as a suo motu case the ghastly incident at Patancheru on June 29, wherein a six-year-old boy Vishal was mauled to death by six stray dogs when the boy was attending nature’s call. The bench tagged the case along with the suo moto case taken up earlier in 2023, when stray dogs attacked some children in Yerukala Basthi, Bagh Amberpet, on February 19 and a school-going kid had died.

The cases were adjourned to July 10.
